Wettbewerbsaufgabe
Die Europäische Kommission ist ständig bestrebt, die Effizienz zu steigern, Geld zu sparen und den ökologischen Fußabdruck zu verringern. In diesem Sinne und im Einklang mit den Ambitionen der Region Brüssel versucht sie, einige ihrer alternden Gebäude durch moderne, umweltfreundliche Büros zu ersetzen.
Zu diesem Zweck ruft die Kommission einen internationalen Architektenwettbewerb ins Leben, um die besten Entwürfe für ihr derzeit wichtigstes Immobilienprojekt in Brüssel zu ermitteln - die Neugestaltung ihrer Räumlichkeiten in der Rue de la Loi 130 (daher der Wettbewerbsname Loi 130).
Der Wettbewerb lädt Teams aus Architekten, Landschaftsarchitekten, Gebäudetechnikern und Statikern aus der ganzen Welt ein, zukunftsweisende, innovative, nachhaltige und kosteneffiziente Projektvorschläge zu unterbreiten.
Der neue Innenstadtkomplex mit einer Bruttogeschossfläche von 175.000 bis 190.000 m² wird Büros für mindestens 5.250 Personen, 2 Kindertagesstätten, ein Besucherzentrum für 345.000 Personen pro Jahr, 3.000 Quadratmeter Restaurants und Geschäfte sowie öffentliche Flächen mit Grünflächen umfassen. Das Projekt wird auch einen neuen Eingang zur Metrostation Maelbeek beinhalten, und der gesamte Komplex wird ein Höchstmaß an Sicherheit bieten.

Competition assignment
The European Commission is constantly seeking to increase efficiency, save money and reduce its environmental footprint. With this in mind, and in line with the ambitions of the Brussels Region, it is seeking to replace some of its ageing buildings with modern, eco-friendly offices.
To this end, the Commission is launching an international architectural competition to identify the best design proposals for its most important current real estate project in Brussels – the redevelopment of its premises at rue de la Loi 130 (hence the competition name, Loi 130).
The competition invites teams composed of architects, landscape architects, building services engineers and structural engineers from around the world to come forward with forward-looking, innovative, sustainable and cost-efficient proposals for the project.
With a total gross floor area of between 175,000 and 190,000 m², the new inner city complex will include offices for at least 5,250 people, 2 childcare centres, a visitor centre that can welcome 345,000 people a year, 3,000 square meters of restaurants and shops and public spaces with green areas. The project will also include a new entrance to Maelbeek metro station, and the whole complex will have the highest possible level of security.

Ausstellung
In der Ausstellung entdecken die Besucher die drei preisgekrönten Projekte sowie alle eingereichten Projekte. Für jedes Projekt finden man das skalierte Modell sowie eine Auswahl an Bildern, Plänen und Energieschemata. Ein Zitat der Autoren erklärt ihre Inspiration, Prioritäten oder Ziele ihres Projektantrags. Eine Reihe von Bildern, Videos und Zeitachsen führt durch die verschiedenen Phasen des Wettbewerbs, vom Start bis zur Entscheidung der Kommission.

Am Mittwoch, den 4. September, endet die Ausstellung ausnahmsweise um 16.30 Uhr.

Exhibition
At the exhibition, you will discover the three prizewinning projects as well as all submitted projects. For each project, you will find the scaled model as well as a selection of images, plans and energy schemes. A quote from the creators explains their inspiration, priorities or aim of their project proposal. A series of pictures, videos and timelines will guide you through the different phases of the competition, from the launch until the Commission decision.

Monday - Saturday, 2 p.m. - 6 p.m.
On Wednesday 4 September, the exhibition will exceptionally close at 4.30 p.m.

Project Loi 130 - Real estate complex for the European Commission in Brussels

The European Commission launches an architectural competition to redesign the Loi 130 site located in the rue de la Loi 130 in the European Quarter in Brussels (Belgium). The Rue de la Loi is the main axis of the European Quarter and currently consists mainly of office buildings. In line with the 2008 masterplan adopted by the Brussels Authorities to improve the urban quality of the area, this office district is to be transformed into a neighbourhood where offices, housing, retail and public spaces coexist harmoniously. The Loi 130 redevelopment project will enable the European Commission to contribute to the urban face-lift of the area where its headquarters are located.

The Loi 130 Project
The new Loi 130 project will be developed in two phases. The new inner-city complex should cover a gross floor area between 175 000 m² and 190 000 m² above ground and will include offices for at least 5,250 people, two childcare centres, a Visitor Centre to welcome 345,000 people per year, 3,000 square meters of restaurants and shops as well as public spaces with green areas. The project will also include a new entrance to the Maelbeek metro station.

The Loi 130 Competition
The competition, endorsed by the UIA (International Union of Architects), is open to candidates from EU Member States and non-EU countries having access to EU procurement procedures.

The Commission invites teams of architects, landscape architects, building services engineers and structural engineers to come forward with forward-looking, innovative, sustainable and cost-efficient design proposals for the project.

Interested candidates can submit their application by 4th May 2018. 30 teams will be selected and will be invited to present their ideas in a first phase. Based on each entry´s merit, the jury will select a maximum of 10 candidates from phase 1 for participation in phase 2. The jury will choose the three best projects by June 2019. All participating projects will be publicly exhibited in July 2019. Candidates will receive a fee for their work in phases 1 and 2.

The prize money for the winning projects is 300 000 EUR, which will be attributed as follows:
1st Prize: 120 000 Euros
2nd Prize: 100 000 Euros
3rd Prize: 80 000 Euros

The jury will be composed of 11 voting members with 6 architectural jurors and 5 general jurors. The names of the members of the jury will be published after the adoption of the appointment decision by the European Commission in the coming weeks.
