Europaweit offener zweiphasiger Kunstwettbewerb 

 

Mit den Modularen Kita-Bauten für Berlin (MOKIB) entstanden und entstehen seit 2019 an sieben Standorten im Stadtgebiet Berlins neue Kindertagesstätten. Für diese lobt das Land Berlin einen europaweit offenen zweiphasigen Kunst-am-Bau-Wettbewerb für professionell tätige Bildende Künstlerinnen, Künstler und Künstler*innengruppen aus. Für die Realisierung der Kunst steht je Kita-Standort ein Budget von bis zu 48.928,00 € brutto inklusive sämtlicher Honorare, Material- und Herstellungskosten zur Verfügung.

Der Kunstwettbewerb wird als europaweit offener zweiphasiger Kunstwettbewerb für professionell tätige Künstlerinnen, Künstler und Künstler*innengruppen durchgeführt. Das Verfahren erfolgt gemäß der Richtlinie für Planungswettbewerbe (RPW 2013), soweit diese für Kunstwettbewerbe anwendbar ist, und folgt dem Leitfaden Kunst am Bau und Kunst im Stadtraum für das Land Berlin (Stand 2019). 

 

Das Wettbewerbsverfahren wird anonym durchgeführt. Die Wettbewerbssprache ist Deutsch. Die Auslobungsunterlagen werden ausschließlich in deutscher Sprache zur Verfügung gestellt. Alle Unterlagen der teilnehmenden Künstlerinnen und Künstler und Künstler*innengruppen sind ebenfalls in deutscher Sprache zu verfassen und einzureichen. Auch das Rückfrage-kolloquium der zweiten Phase des Wettbewerbs findet auf Deutsch statt. 

 

Mit den Modularen Kita-Bauten für Berlin (MOKIB) entstanden und entstehen seit 2019 an verschiedenen Standorten im Stadtgebiet Berlins neue Kinder-tagesstätten. Sie schaffen bis 2023 insgesamt bis zu 1.224 neue Kitaplätze im Land Berlin. Als Bauherrin führt die Senatsverwaltung für Stadtentwicklung, Bauen und Wohnen (SenSBW) die Baumaßnahmen des MOKIB-Programms für die Senatsverwaltung für Bildung, Jugend und Familie (SenBJF) als Bedarfsträgerin durch. Nach Fertigstellung gehen die Bauten an die jeweiligen Betreiber über, wobei es sich um Kita-Eigenbetriebe und freie Träger handelt. Im Ergebnis des 2017 ausgelobten Architekturwettbewerbs wurden zwei Architekturbüros mit der Generalplanung beauftragt: Kersten Kopp Architekten GmbH, Berlin sowie karlundp Gesellschaft von Architekten mbH, München.

Die von den Architekturbüros jeweils entworfenen Bauten bestehen aus standardisierten, modularen Elementen in Holzbauweise. Insgesamt werden zwei Gebäudetypen realisiert.

 

Ziel des Wettbewerbs ist es, für bis zu sieben MOKIBs jeweils eine eigenständige und speziell für diese Aufgabe entwickelte Kunst am Bau zu realisieren.

 

Gegenstand des Kunstwettbewerbs sind Entwurf und Ausführung von bis zu sieben Kunstwerken. Zur Form der Kunst am Bau gibt es seitens des Auslobers keine inhaltlichen und formalen Vorgaben sofern die Nutzung des jeweiligen Wettbewerbsbereichs nicht eingeschränkt wird und die Urheberrechte der Architektinnen und Architekten beachtet werden. Ausgenommen sind der Einsatz von Wasser und Video.

 

Kunststandorte sind bei jeder Kita sowohl im Innen- als auch im Außenraum gegeben. Die Gestaltung mehrerer Kita-Standorte durch nur einen Entwurf ist nicht vorgesehen. Die Teilnehmenden können für nur einen Kita-Standort einen Entwurf einreichen. Es ist erlaubt, innerhalb einer Kita kunststandort-übergreifend zu arbeiten. 

 

Der künstlerische Entwurf soll einen Bezug zum Kita-Standort herstellen, dies kann über dessen modulare Architektur oder den räumlichen Kontext erfolgen, sowie über den ökologischen und nachhaltigen Charakter der Gebäude. Des Weiteren kann auf die inhaltliche Ausrichtung der Kitas eingegangen werden.

Der Entwurf soll durch künstlerische Qualität und Aussagekraft überzeugen. 

Die Kunst am Bau kann sich dabei sowohl in die baulichen Strukturen einfügen als auch eine eigenständige gestalterische Position entwickeln.

 

Die beiden Bautypen der MOKIBs verfügen über mehrere Wettbewerbsbereiche bzw. Kunststandorte für Kunst am Bau. In und an den sieben Kita-Bauten können je nach Typus und Kita-Standort beispielsweise die Treppenhäuser, die Fassaden, die Eingangsbereiche und Freiflächen auf dem Kita-Gelände bespielt werden. Als Sonderstandorte sind auch die Zäune ausgewiesen, welche die Kita-Gelände umgeben.

Der Anmeldung ist beizufügen:

• die gültige Postadresse, E-Mail-Adresse und eine Telefonnummer 

• ein künstlerischer Lebenslauf mit Nachweis der Professionalität (maximal zwei Seiten Din A4, ohne Fotos) als PDF-Dokument 

 

Voraussetzung für eine erfolgreiche Anmeldung sind ein entsprechender Studienabschluss an einer Kunstakademie o.ä. und/oder eine durch Vita und Ausstellungsverzeichnis und/oder die Mitgliedschaft in einem Künstlerinnen- oder Künstlerverband nachweislich professionelle künstlerische Tätigkeit. 

 

Teilnahmeberechtigten Anmeldungen wird die Auslobung am 22.02.2023 über einen zeitnah bekannt gegebenen Download-Link zum Herunterladen bereitgestellt.

Anmeldungen von nicht natürlichen Personen sind ausgeschlossen. Gleiches gilt für Mehrfachanmeldungen bzw. Mehrfachteilnahmen in verschiedenen Künstler*innengruppen.

 

In der 1. Phase sind die Teilnehmerinnen und Teilnehmer aufgefordert, eine künstlerische Idee in Form einer Skizze verbunden mit konzeptionellen Überlegungen einzureichen. Es werden kein ausgearbeiteter Entwurf oder technische Details erwartet. 

 

Das Preisgericht wählt bis zu 21 Teilnehmende für die 2. Phase aus, in der über die grundsätzlichen Lösungsansätze hinaus eine detaillierte Ausarbeitung des Entwurfs zur Realisierung erwartet wird.

 

Die teilnehmenden Künstlerinnen, Künstler und Künstler*innengruppen verpflichten sich, eine Arbeit einzureichen, die eigens für diesen Kunstwettbewerb und die Wettbewerbsaufgabe konzipiert ist. 

 

Aufwandsentschädigung 

Die Teilnehmenden  der 1. Wettbewerbsphase erhalten keine Aufwandsentschädigung.

 

In der 2. Wettbewerbsphase erhalten die Teilnehmenden eine Aufwandsentschädigung in Höhe von 2.000,00 € brutto inklusive aller Nebenkosten, sofern eine den Auslobungsbedingungen entsprechende Arbeit eingereicht wurde.

 

Preisgelder werden nicht vergeben.

 

Für die Realisierung der Kunst am Bau (Künstler*innenhonorare, Material- und Herstellungskosten) steht ein Gesamtbetrag von bis zu 48.928,00 € brutto je Kita-Standort inklusive aller Nebenkosten zur Verfügung.

Two-phase Europe-wide open art competition 

 

Since 2019 seven sites using modular daycare buildings for Berlin (MOBIK) have been built and are still being built in the city limits to create new kindergartens. In conjunction with this, the Land Berlin is now taking entries for a two-phase Percent for Art competition that any professional artist or artist group Europe-wide can participate in. For the realisation of the art there is a gross budget of 48,928.00 Euro per location. This amount must cover all material costs, production costs and the artist’s fees.

The art competition will be conducted as a two-phase Europe-wide open art competition for professional artists and artist groups. The process will comply with the Guidelines for Planning Competitions (RPW 2013), in so far as these are applicable for art competitions, and follow the Percent for Art and Public Art for the State of Berlin Guidelines (last update 2019). 

 

The competition will be administered anonymously. The competition language is German. The competition documents will be provided exclusively in German. All documents written and submitted by participating artists and artist groups must also be in German. The Q&A in the second phase of the competition will be held in German. 

 

Since 2019 modular kindergarten buildings for Berlin (MOKIB) have resulted and continue to result in new child daycare sites at various locations in the city of Berlin. By 2023 they will create a total of up to 1,224 new day care locations in the State of Berlin. As building principal, the Senate Department for Urban Development, Building and Housing (SenSBW) will be carrying out the MOKIB programme construction measures for the Senate Department for Education, Youth and Family (SenBJF). Once completed, the buildings will be handed over to the pertinent daycare centre operators, which are municipal and independent agencies. As a result of the 2017 architecture competition, two architectural firms were awarded the general planning: Kersten Kopp Architekten GmbH, Berlin and karlundp Gesellschaft von Architekten mbH, Munich.

The buildings designed by the architectural firms are standardised and modular with timber-construction elements. Altogether, two building types will be implemented.

 

It is the goal of the competition to create independent Percent for Art   specifically designed for up to seven MOKIB locations each.

 

The purpose of the art competition is to design and create up to seven works of art. The awarding authority of the Percent for Art makes no content or formal specifications. The use of the pertinent competition area is not restricted and the architects’ copyrights are honoured. The use of water and video are excluded.

 

Each daycare centre offers both indoor and outdoor sites for the art. Each site should have one specific design, it is not intended to have one design for all seven locations. Participants can submit a proposal for one daycare centre location only. It is permitted to have several locations for one’s art within each daycare site. Multiple art locations within a given daycare centre are permitted. 

 

The artistic draft should create a reference to the daycare centre location. On the one hand this can be done either via its modular architecture or spatial context or via the ecological and sustainable character of the buildings on the other hand. In addition, the educational orientation of the daycare centre can be addressed.

The draft should stand out for its artistic quality and expression. The Percent for Art can be become an integral part of the architectural structure or stand as an independent creative position.

 

The two MOKIB building types offer several competition areas or art locations for Percent for Art. Staircases, the façades and the foyers can be used as art locations depending on the type and site of the daycare centre of the seven kindergarten buildings. The staircases, the façades, the foyers and open spaces surrounding the daycare centre grounds can be utilised. Special locations are also the outside fences surrounding the daycare centre grounds.

Registration must include:

- valid postal address, email address and a telephone number 

- an artistic CV with proof of professional status (not more than two A4 pages, without photos) as PDF document 

 

Requirement for a successful registration: completion of an artistic degree from an art academy or institution and/or proof of a professional artistic career through CV and list of art exhibitions and/or membership in an artists’ association. 

 

Those who are eligible to apply will be sent further details on 22 February 2023 via a download link which will be announced at a later time.

Registrations by non-natural persons will not be accepted. The same is true for multiple registrations or participation in several artist’s groups.

 

In the 1st phase participants are expected to submit an artistic idea in the form of a sketch combined with conceptual considerations. A complete design or technical details are not expected. 

The jury will select up to 21 participants for the 2nd phase. At that time a detailed elaboration of the realisation is expected, above and beyond the basic approaches. The participating artists and artist groups commit to submit a work conceived specifically for this art competition and the competition guidelines. 

 

The participants of the 1st phase of the competition will not receive any reimbursement.

 

Participants of the 2nd phase of the competition will receive 2,000.00 EUR gross as reimbursement of expenses including all ancillary costs, as long as a piece of art meeting the competition guidelines has been submitted. 

 

Prize monies will not be awarded.

 

A total amount of up to 48,928.00 EUR gross per daycare centre location for realising the Percent for Art including all ancillary costs (artist’s fees, materials and production costs) will be available.
