II.2.4)  Description of the procurement:
In a 2-phase competition, the best designs and ideas for the planning area are to be developed until July 2021. The phases are structured as follows:
— phase I begins in April 2020 with an open and Europe-wide tender. The call for an anonymous application is addressed to qualified urban planners and architects and must include a preliminary design idea. In October 2020, the jury will select up to 3 participants from all qualified applications received, who will be considered for further development. The selected preliminary design ideas will first be presented to the municipal council and then publicly exhibited under anonymous form. In this context, the local council and the citizens have the opportunity to express their opinion on the various projects.
— phase II starts in January 2021 and consists of a multiple urban design commission of the maximum 3 selected offices. The anonymity of the participants will be lifted at this stage. The teams will work out an urbanistic design. An exchange with the jury takes place in the context of colloquia and a site visit. The local council and the citizens have again the opportunity to express their opinion on the various projects. This process should be completed in July 2021.

The submitted preliminary designs of the ideas competition (Phase I) and the projects of the multiple urban design commission (Phase II) will be evaluated on the basis of the following evaluation criteria and in consideration of the competition brief (see chapter 2 of the tender documents).

— open spaces and environmental quality

— sustainability and innovation.
The order of the evaluation criteria does not constitute a weighting. The jury reserves the right to give a weighting. The evaluation criteria may be supplemented in the more detailed tender documents for Phase II.

Number and value of the prize(s) to be awarded: 
The three teams selected in phase I will receive the same amount of EUR 5 000. For the on-time and complete delivery of a project according to the competition rules at the end of phase II, the awarding authority will reward each participant with a remuneration of EUR 30 000. This remuneration includes all travelling expenses. In addition, EUR 5 000 will be added for submitting a model. The awarding authority has the right to adjust the remuneration accordingly if the work submitted is insufficient. The award sum for the competition is EUR 30 000. The jury has the right to divide the award sum.
